I don't know who you're talking about with any of these titles apart from Janet. R1 have to cater for their target audience... ie chart music, new / fresh / groundbreaking music. And much as I love Janet Jackson myself, it's no surprise that a song by an ageing artist that didn't even make the top 40 wasn't considered to be very Radio 1.

Ask the average 15-24 year-old who Michelle Williams is and they will look at you blankly. Then ask them if they know who Chris Brown is

Again, it has to be stuff that is suitable, by artists that the target audience is either familiar with or likely to be interested in.
