The problem here is that a lot of people mix the estimations of "real sales" and "shipments".

Carlo obviously talks about shipments but the album's last week's sales on the Billboard 200 were 1,570 million in the US and it was 2 years ago. The album is easily at 1,65 m by now AND its shipments could be anywhere from 1,7-1,9 million if not more, so how can you say 1,6 m?

Of course B2B didn't sell 4,5 million but could've almost shipped so much (maybe 4,1-4,3 million).
How I estimate
Back To Basics:
1,65 m (US) + 505k (UK) + 120k (Japan) = 2,25 - 2,3 m
^ We know this sales at least.
Then:
300k in Canada (certified by CRIA in January 2007, 5 months after the release) I'd assume it has also sold close to 300k.
700-800k in the rest of Europe (including: a platinum cert. in Germany for 200k and if I remember correctly the member Silence posted the French sales which were over 100k and I'm not sure but I think zago's estimation for Italy was over 60k? + This album had many Gold/Platinum cert. in other European countries.) BTW B2B was certified 1xP for 1 million shipments by IFPI (Platinum Europe Awards) in December 2006.
150k in Australia and New Zealand (it's 2xP for 140k in Australia).
That's 3,5 million and then add other ww sales (e.g. South America and Asia). So your're right with 3,7-3,8 million (or even more?) but the album must've shipped over 4 million.
