It's not chart eligible at the moment. This is because the track is not only available to purchase in its own right but it can also be obtained as an "instant gratification" download when pre-ordering the album from iTunes. The OCC class the latter as a promotional download and under chart rules it means that the track is ineligible for the singles chart while the promotional download is available.
