Yes. For e.g. Gwen Stefani was first a part of No Doubt - an act consisting of male and females. And as such, No Doubt cannot be voted for. However, Gwen later went solo, and based on the merits of her solo career, she can be voted for.

Much like the Mexican artist you have in mind - providing she has released some music as a soloist, she is eligible

Anyone that I'm unsure of, I'll check out myself - however, what I will say is that I won't chase up every other vote that isn't valid. Its up to you guys to ensure that an act is eligible, if they aren't I'll simply exclude them from the votes!
