The thread is not "USA's Best Selling Soundscan Artists and Albums" it is "USA's Best Selling Artists and Albums" in the "Soundscan Era".
The "Soundscan Era" defines a period of time, 1991 onwards and within that period various other avenues were also sold through.
To determine or find "The Best Selling" from a particular Era, you have to include all sales, from all avenues.
The very good case in point is;
