They probably mean the normal "Detox" release but that cover is from another "Detox" release which is out for a few years now and includes stuff he did in the 80s (most of them barely listenable)

I wish he would just release the damn cd already

Detox will drop the same day Beyoncé releases Grown Woman.

He's too busy with headphones to finish the album. The problem is if you record tracks and then wait 5 years, eventually things will start to sound dated, so it's a never ending cycle.
