Its the prestige that increases the royalty - its a big deal for a songwriter to be able to write for a legend such as Madonna or Celine. And that's why they're willing to take such a cut.
Nowadays, there really is a limit in terms of royalty though - I'd be interested in knowing how much Adele took home prior to 21's release per album, and how much she takes home after. Obviously, the sales will have significantly increased her stock, and coupled with her being the chief songwriter - it wouldn't surprise me if come her next release, she's commanding the highest royalty rate in the business.

Madonna is probably still taking home between $2-$2.50 per album; her Live Nation deal is 99% about the touring gross.
