The highest likely sales based on what we have.
Part of the reason for this figure is to demonstrate that totals for US album sales quoted at 600 to 1000m are simply impossible.

RIAA Rules
As these are the basis of any sales estimate, a few of the many rules are worth noting.
Prices v Units
From 1958 to 1974, Gold albums were based on price - not sales. Thus an album had to sell over $1 million at manufacturer wholesale prices - based on one third of the list price.
For example, the 4LP set, Worldwide 50 Gold Award Hits was released in 1970 and went Gold in 1973. With a high list price it didn't have to sell anywhere near 0.5m. It's actual shipment was probably 125-150,000. Later, when shipments of units were counted, this went Double Platinum in 1992 as a 2CD set, meaning an actual shipment of 1,000,000 copies in the 22 years since it's release.
Also considerable inflation occured from 1958 to 1974. The 1956 album, Elvis, went Gold in 1960. Based on what we know about list prices, the actual shipment could have been around 700,000. In 1973, the 1970 release, That's the Way It Is, went Gold. The actual shipment was probably about 520,000.
To combat the effect of inflation, certifications from 1975 were based on units (with a minimum $ shipment to counter very cheap albums).
Expanded Re-issues
From 1996, expanded CD's had to contain 75% of the musical content of the original CD. This is pertinent to many older Elvis albums which have been re-issued with many bonus tracks. If an album was originally 12 tracks, you could add 4 more tracks to make 16 and still be inside the rules. However, add one more to make 17 and you are outside the 75% rule. This excludes virtually all the remastered albums by Elvis.
For example, Blue Hawaii scanned 336,000 copies from 1991 to 2006. In 1997 the album was expanded from 14 to 22 tracks - so sales of perhaps 150-200,000 could be excluded from shipment totals presented to the riaa.

Album 1 has 8 xmas songs + 4 gospel
Album 2 is a re-issue of Album 1 including the 8 xmas songs and 2 new ones.
Album 3 is 11 new xmas tracks.
Album 4 - 4 songs each from Albums 2 and 3.
Album 5 - 4 songs from Album 1 and 4 from Album 3.
Album 6 - 20 songs from the previous albums + 4 new ones.
Album 7 - re-issue of Album 2.
Album 8 - re-issue of Albums 1 and 3 (+ the 2 new songs on Album 2).
Album 9 - re-issue of album 6 (omitting the 4 new songs) plus 20 gospel songs.
Is all that crystal clear?
The 1957 album has been endlessly recycled and is basically albums 1,2 and 7 - giving a total shipment of 14,000,000.
2 more albums that didn't chart and are compiled from tracks on Albums 2 and 3

Important Factors Concerning Sales
Record Clubs
I've indicated which titles are/were available through various record clubs - RCA/Columbia House/BMG as these sales are not tracked by soundscan.
The RCA club was merged with the BMG club after the BMG take-over in 1986.
Columbia House was taken over by the BMG record club in August 2005. It seems that the BMG club is the only one now left.
Soundscan
To be tracked at all by soundscan a title must be registered by the record company - so some licensed titles may not be tracked at all.
Stores must also have a system installed to link to the soundscan computer.
Whilst soundscan coverage has gone from around 40% in 1991 to around 95% now, some speciality stores, mail-order houses, internet retailers and venue sales are not covered.
Certain exclusive distributors are not soundscan covered including some Wal-Mart ones.
Direct marketed titles (particularly TV advertised ones) also fall outside soundscan.
In addition there is the Elvis Fan Club which sells via the internet (and I presume, mail-order and conventions). I doubt if they are soundscan registered.
Also Gracelands. Lots of visitors and sales - particularly as many titles are not readily available in most stores. Not, it seems, soundscan registered. The retail turnover in 2002 was $37,000,000.
riaa
Although certifications didn't start until 1958, I find no evidence that sales prior to this are excluded.
Until 1991, shipment of Elvis titles seem to have been audited at more or less the time they reached an award level. So we have some idea when these sales were achieved.
However the mass certifications in 1992 and 1999 were due to a re-auditing process (Herkenrath suggests Col Parker's archive was employed). This means we have no idea when these particular sales levels were reached.
Since the last lot of certifications in 2004, the riaa and BMG are working on the next batch. The riaa rules are a stumbling block on some titles. What they want is actual sales (ie shipments) accounting even if sales can be proven in other ways.
For instance, where an accounting audit has taken place, the sales have been double-checked. The riaa accepts that the sales have occured, but their rule-book won't allow an award.
Another problem is where albums have been licensed. RCA/BMG have sold the albums to the licensee and have the figures to prove it. However, the riaa wants the figures from the licensee label to distributors. Again, the riaa accepts the shipment figures as real, but their rule-book can't allow the award.
Other pending awards are unaffected, although we are unlikely to see them until 2008. But don't expect any fire-works! It seems there will be around half a dozen gold awards for earlier albums amounting to shipments of 3.0m - and just maybe, a couple of singles upgrades.
Gospel Sales
37.6% of gospel albums are sold through Christian book shops. As book shops few of these are connected to soundscan, which partly explains why Elvis' gospel albums have better shipment figures than chart performance would suggest.
Follow That Dream Label
With 60 titles released by the end of 2006, this label is sold through the following outlets
- Fan Clubs
- Specialist Magazines
- Specialist Retailers
- Dedicated Mail Order Companies
- Amazon.com
- Gracelands - both the retail stores there and its mail order operation.

responsible for licensing and branding projects to such outlets as
