Slow down your shutter speed into a few seconds (1",2",8",etc instead of 1/10, 1/100 etc) so that it will capture all the lights movements. Make sure you don't move your camera too much because the other objects (cars, buildings, etc) will "move" as well (you may need a tripod but since I didn't have one, I had to put the camera on a plant pot on the sidewalk lol), unless you want to capture something like in the 12th pic - I took that one during the night so that the other objects didn't appear.
