IMO there should be a 'first in best dressed' kind of policy for multi artist releases. Whoever releases the album first with the track included should have the streams of that track counted towards their album to avoid a Dua situation. I love Dua's album, but Prisoner is clearly part of Miley's project and doesn't match Future Nostalgia sonically. Miley released her album before FN's rerelease so I don't see why Prisoner's streams should be going to Dua.
Alternatively, artist teams should make arrangements prior in the negotiation/contract stage whose album or release the track should be counted to. At the end of the day it is the music business and such deals should be made before hand not merely on what album picks up more streams that week or however they work it out. It's all very confusing and messy.
