Not really correct. Certifications were different back in the day, SIlver was 250,000, Gold 500,000 and Platinum 1,000,000
Affected singles:
Into the Groove, Gold (500,000), sold 890,000
Like a Virgin, Gold (500,000), sold 840,000
Crazy for You, Gold (500,000), sold 790,000
Holiday, Gold (500,000), sold 725,000
Papa Don’t Preach, Gold (500,000), sold 660,000
True Blue, Silver (250,000), sold 560,000
La Isla Bonita, Silver (250,000), sold 470,000
In certifications she'at 10,8m, in pure sales close to 20m. So her certifications only cover 50% of her singles sales. Terribly under certified there.

Isn’t most of the difference just down to the fact that most of her singles have sold beteeen the current certification and the next one?
For e.g. a song selling 550,000 would be certified Gold for sales of 400,000 but there’s a “missing” 150,000 sales according to certification thresholds as the next certification would be at 600,000?
I’m not sure that she’s “terribly under certified”, she’s not more disadvantaged than anyone else in that regard.

Let's see some examples, Into the Groove is certified Gold, it stands for 400k copies today, but it sold, almost 900k, same for Like a Virgin, Crazy for You, Holiday, Papa don't preach, Like a Prayer, they should all be platinum, but none of them are.
Then there are silver singles that sod enough for gold at the time of their certifications: Vogue is silver for 200k, but soon it will reach 600k soon, other singles that suffered are also True Blue, La Isla Bonita, Material Girl, Who's that girl.
And then she has singles that sold over 200k before even digital era, and they aren't certified at all.
8-9m diference between certified singles and actually sold singles in UK makes huge difference.

Now if you want to discuss that, then fine - a million for platinum is ludicrous (and I think that's reflected in the subsequent drop to 600,000 in January 1989). But she is not under certified, except for where her singles have sold more than the required certification level of the day and haven't been certified.
