You can do a greatest hits tour and still release a new album. It's all about marketing anyway - a greatest hits tour will always make more noise and sell better than one linked to an album that will most likely make little noise outside her core fan base.

Both will happen as soon as our wallets recover from buying tickets. The album is already recorded and her producers have confirmed they’ve been making music with her. But yes, M40 will hopefully kickstart the re-issue project in July for its anniversary.

Indeed, there will be both. Even tho this is labelled as GH tour, we all know Madonna won't do a classic GH tour - she will include deep cuts, not so famous singles and 100% some new material.
