I think the OCC sometimes just "rounds" the numbers. The song is at the 870K range (rounded).
Actually they always give accurate numbers, like they gave 871,300 for example

But what I'm talking about is that with every new update her singles are lower than the previous one, they kept updating Holiday until last year and last update was well over 800k and suddenly last year they said it was at 710k

Few other singles had same faith, like La Isla Bonita, Erotica (from 280k in 2008 to 130k in 2015) and many other singles...

Well, Billboard assumes that all artists make 34% of the earnings from tour revenue, when Madonna pockets 90% from her tour grosses. So it's not really accurate for her.

Indeed they are totally wrong cos she has a specific deal with Live Nation and she always earns at least 0.5 m dollars for each show (during the Sticky&Sweet she earned 1.2 m each show), so she has earned at least 30 m dollars just from touring and just in 2015.

It says it was certified Gold in July last year. Did we just not know about it?
    Yes it does

When we had YEC and when it said that it sold over 50,000 I asked about cert and someone said that they are happening once a year so that we shouldn't expect it yet, at least not until they are released

Yes. 99 cent on Google Play.

Does the multi-metric ranking matter for heritage/veteran acts? It's not like the BB 200 is an apples-to-apples comparison or measurement for historical records and.or stats. But...

TIC was top 30 in sales and No. 49 on the BB 200 at its highest point earlier this year, but its track sales would be higher than LAV.

Like a Virgin comes in at No. 43 on HITS' sales chart, with nearly 5,500 units. Thus, it should rank in the top 50 on Billboard's Album Sales chart, and rank highly on the catalog chart.

Back in 2012, we figured she was selling ~40,000 digital tracks weekly, which would have been a little more than 2m a year. With digital sales down as they are, 934K in 2015 makes sense, I guess.

I don't know if these are RH era tracks numbers or numbers overall, since they are talking about their releases from last year and money they earned from them last year.

Even so, 11 million from the tour seems to low. I think @lostavenger may be right.
