How isn't "I'll Be There" certified Silver in the UK yet?

it was released before 1994 and i think certifications weren't automatic back then and automatic certifications only count units sold since February 1994, athough in the BPI certifications page it shows that most of Mariah's 90s hits were "released" on November 2004 so... it must be the time it was made available for digital download? in that case it would be automatically certified when it surpass 200k units counting sales and streaming units since that date.
