Sold outs aren't based on the venue's total capacity but on the tickets put on sale.
In Madrid she performed in a 15k people venue but the 3rd floor was curtained. According to the press, she performed for 7,500 in Madrid. So it's half the capacity of the venue. But I'm sure when (or if) Madrid's boxscore is released it won't obviously be at 50% but a lot higher, as many sections weren't on sale.
Sometimes, though, it's a bit tricky, as we've seen many times when the whole venue was on sale at first but then they close some sections if they prevent they won't sell them just a few days before the concert or even that same day and then they claim those were the only seats available so it's sold out.
