Up! didn´t sell 11 million copies in USA. It was certified, tough, because it is a double album, I believe sales are just under 5,5 million.

There are years since they said Come On Over sold 35 million. So it´s possible that it sold a bit more as a catalog album (recently it was certified 20 times platinum in USA). Anyway, I don´t think it makes much difference, wether 37 or 35, that´s already more then what many superstars sell in their entire career, that´s the best selling album ever by a female, and probably one of the Top 5 biggest seller ever. And it all happened so quietly I haven´t even noticed.
NOTE: Many of the artists on this list have released a lot of albums. Barbara Striesand may have the highest sales, but she has released over 10 albums. The same goes for Madonna. It is amazing that with only four albums under her belt, Shania still makes the top 6. For instance, Celine Dion has released three albums in the last 4 years (A New Day Has Come, One Heart, A Decade of Song) when Shania has released four albums during the total of 11 years since her debut album.

In all your US lists you haven't taken account of double albums, box sets and short form albums. This is essential to get an accurate list of riaa shipments. Thus, Come on Over has sold more than the Wall, but Up has not sold 11 million copies but 5.5 million. These are big big differences. If we are debating US sales lets be accurate.
