I am not surprised if it isn't certified. Her team and old labels seem to be really careless about her catalogue

BIGGEST HIT: BELIEVE
Famous as an actress for most of the 80s Cher’s return to music in 1988 heralded another decade in the top flight ending with her biggest hit ever, the 1.6 million selling “Believe” which set off a mini fad for the vocoder as an instrument in its own right and set the template for dance makeovers for other 60s singers like Diana Ross, Tina Turner and Lulu.

The 10 Best Performances of the 2017 Billboard Music Awards
6. Cher, “Believe”/“If I Could Turn Back Time”
There’s a reason that Cher was given the Icon Award on Sunday night: at 71 years old, the pop legend has now spent over a half-century entertaining people while staying true to her vision. Watching Cher perform two of her biggest solo hits at an awards show in 2017 is a treat, but she was up to the task of dazzling an arena and joining in with her flexible dance crew. While we too often need reminders to appreciate timeless musicians after they have stopped putting out new tunes, Cher -- who’s working on new music! -- is never forgotten, and at the 2017 Billboard Music Awards, she lapped many of today’s hit makers.C h e r

Hmm, but that excerpt states Believe sold 1,6 million, while the latest report is 1,82 million, so that's already 200k extra?C h e r

^That's cool, almost 1,9 million!
Hmm, do they count streaming into the album sales in the UK? I'm so curious to know what the 'Closer to the Truth' sales are there, it was 56k or 57k the last time we had updates, and that was in early 2014!
Speaking of that era, I found out recently that 'I Hope You Find It' debuted at #6 on UK's Official Physical Singles Chart!

From Billboard:
Billboard Icon Award winner Cher’s one-two punch of “Believe” and “If I Could Turn Back Time” was a big winner, too. “Believe,” a four-week Billboard Hot 100 No. 1 in 1999, jumped 499 percent (to 4,000 sold) while “If I Could Turn Back Time,” a No. 3 hit in 1989, zoomed 578 percent (to 4,000).
