They probably made a typo and meant 8.5M in 1990.
It was the #1 album on the billboard 200 YEC 1990.
In 1989 it was only #49 on the billboard 200 YEC.

Did All For You(album) sell one million copies during its main week of release ?
-The album debuted on the Billboard 200 with 605,128 sales.
- In South Africa the album debuted with 44,722 copies sold in its first week. 19th largest music market
- In Canada the album debuted with 37,000 sales in its first week. 7th largest music market
- In Japan the album 120,110 sales that week. 2nd largest music market
-Thats 806,960 album sales alone from 4 countries.

So we don't know the first week sales for the (These are peaks for 5/12 the week the album was released in most countries) for example AFY peaked at #2 in France 4/28. I used IFPI's 2004 report because it was the newest one I could find on largest music markets.
