Mariah took advantage of Record Store Day with the vinyl re-release of her "#1's" compilation, which led to the album going back to the Billboard 200. If Janet had cared since she had momentum earlier this year with her documentary, she would've done the same for probably one of her hits sets but she didn't. So many missed opportunities."Crime is increasing
Trigger happy policing..." -- Marvin Gaye ("Inner City Blues")

The issue is none of Janet's record labels have ever re-certified any of her albums in Japan after they finished charting meaning we have no idea how much they truly sold. Keep in mind Japan is the world's second biggest market and sales outside the Top 100 or 200 are not negligible. For some of her albums only the initial shipment was officially certified (ex. Design of a Decade and The Velvet Rope certified 1x Platinum their month of release but never again).
We can only estimate her sales based off how well they did on the Oricon chart, guess catalogue sales (impossible to know without re-certification), and then multiply that amount by an estimated volume in which foreign pressings were imported (more guesswork, can be anywhere from 30% to over half of total sales for foreign artists).
It's my impression that Janet's sales in Japan were a 60-40 split between domestic Japanese pressings and imported copies. Most underestimate her selling power in Japan since her labels never bothered to properly certify her albums.
Even The Velvet Rope sold over 400,000 copies in Japan according to Toshiba EMI by January 1999 and it was her weakest selling album during her prime (147,340 Oricon sales). Clearly the album was still selling consistently after it left the chart and/or had a higher than average volume of imported copies.
Then there's Design of a Decade which sold 260,990 Japanese copies while charting on the Oricon charts. Knowing how hugely successful greatest hits albums are in Japan, it must've been her best catalog seller but it was never re-certified and so we have no idea how well it did over time. Obviously it surpassed 400,000 but we have no idea if it reached 600,000 or beyond.

One thing about Japan is they stick with Janet through thick and thin and love her to the end Korea to which why I don't understand she rarely go perform in Asia I was watching old performances of hers in Asia but she probably sold close to 10 million records in Japan I'm just assuming her sales are always ambiguous since 04 as we already know.
