I think its a safe bet to say yes.
I would say I will always love you or All that she wants because they were so popular back then and we can't forget about that one hit wonder songs like What's up and Informer

Whitney's single for sure sold the most. But Airplay wise it kind of looks like it was beat out by Janet and Mariah's leads. I really think Janet's single takes the cake followed by Mariah's

• The biggest airplay hits of the year usually weren't also the #1 sellers of the year. Like in 1994 in Europe Mariah's Without you was #2 on the year end singles charts. Music Box was #1 on the year end album charts. But without you was only #10 on the year end airplay chart. It seems like Ballads sold albums more in Europe back then

• Let's not forget Billboard did not include R&B chart points in the Hot 100 Airplay chart until the end of 1998.

"That's the Way Love Goes" is still the only song in history to enter ANY airplay chart at #1 when it entered at #1 on the R&B Airplay chart. I don't think that record will ever be broken.

Imagine if her R&B airplay points were added to the Hot 100 Airplay chart AND Hot 100..... Almost all of her singles would have been #1 on the Hot 100!

Not really @JeremySpears. In fact Janet was not even one of the Top 5 female artists of the 90s.

Records sales (Albums + Physical Singles + Videos):

1. Celine Dion - 154,000,000
2. Mariah Carey - 153,000,000
3. Madonna - 106,000,000
4. Whitney Houston - 95,000,000
5. Shania Twain - 65,000,000
6. Spice Girls - 58,000,000
7. Janet Jackson - 54,000,000

*Digital sales were not included for any of them as those sales were generated in the 00s (not the 90s).
Rock lives forever: Led Zeppelin . Metallica . Pink Floyd . Nirvana . Radiohead . Pearl Jam . Oasis . Iron Maiden . Nine Inch Nails
Approved Popstars: Michael Jackson . Madonna . Britney Spears . Beyoncé . Rihanna

• Janet has had 16 #1 R&B singles, 13 of them were before Billboard added that rule.

What Have You Done for Me Lately #4 Hot 100 #1 R&B
Nasty #3 Hot 100 #1 R&B
Control #5 Hot 100 #1 R&B
Let's Wait Awhile #2 Hot 100 #1 R&B
The Pleasure Principle #14 Hot 100 #1 R&B
Diamonds #5 Hot 100 #1 R&B
Rhythm Nation #2 Hot 100 #1 R&B
The Best Things In Life Are Free #10 Hot 100 #1 R&B
Any Time, Any Place #2 Hot 100 #1 R&B
I Get Lonely #3 Hot 100 #1 R&B

Those 10 songs would undoubtedly charted higher (possibly even #1 for Nasty, Nation, Any Time, IGL, LWA) if the R&B chart points were counted for. She'd probably have 12-16 #1 Hot 100 singles.

Miss You Much #1 Hot 100 #1 R&B
Escapade #1 Hot 100 #1 R&B
That's the Way Love Goes #1 Hot 100 #1 R&B

Those three records would have probably spent a longer time at #1 as well - especially That's the Way Love Goes!

If someone correct me if I'm wrong. I think Michael has only had 8 #1 R&B singles?

You are keep on putting Spice Girls on this list. It's a group. We're not comparing The Beatles with Michael Jackson when we're talking about the most successful male artists.

Average number of records sold per album release in the 1990s (according to provided numbers above, probably irrelevant ChartMasters data, but anyway)
Whitney Houston 23,7M
Shania Twain 21,6M

Celine Dion 8,5M

Tour gross and attendance
It's between Janet Jackson, Tina Turner, and Celine Dion

The point remains the same though. JeremySpears thought that if it wasn't for Mariah then Janet could've been the biggest female act of the 90s which was not accurate, removing Spice Girls Janet would still rank as the 6th biggest female solo artist of the 90s, clearly very far away from #2. Janet could have had that distinction but she only released two studio albums and a compilation album in the nineties. We can count Rhythm Nation 1814 to her 1990s success since its singles had #1 hits from 1989-1991.

I wasn't trying to prove you wrong. I simply noticed that you always include a music group when we talk about solo female artists, and they simply don't belong there.

In all fairness. Janet released only two albums in the 90s + one greatest hits.

Madonna released "I'm Breathless," "Erotica," "Evita," "Bedtime Stories," "Ray of Light," "The Immaculate Collection" and "Something to Remember". In the US "janet." sold more than "Erotica," "Bedtime" and I think "ROL" combined.

Mariah released 10 projects in the 1990s.

Celine released 12 projects.

Another thing you have to factor in is Janet's sales are beyond under certified. "janet." has hard sales of over 8 million yet still only certified for 6 million over 25 years later.

Mariah, Madonna, Celine released way more projects than Janet. Naturally they should have a larger amount of units sold but that shouldn't take away from the fact that most of them would never release an album the same week as Janet in her prime.

• There is a reason Janet was by far the highest-paid artist of the 90s and ever at the time. If you do it once, it could be partly written off to luck. If you do it twice, you're definitely worthy of it. $120 million is $205 million in 2019 dollars. $205 million for five albums. Amazing.

Janet may have released less albums (although she's just 2-3 behind Madonna and Mariah) but her eras were also much long. By the time RN era ended Madonna already moved on from 3 different projects (LAP - IB - TIC), same happened later with janet. era that started while Erotica was still current and ended after Madonna released another studio album and another compilation. And longevity was the key back in the day since sales weren't front loaded.

I would agree here with the topic that Janet might have actually been #1 female of the decade in US if she released more albums/singles, her success was more organic than Mariah's (we know why). She was #1 female for sure there during 1986-1994.

• "Design of a Decade" sold almost 4 million units between SoundScan and BMG. It's basically "Control" and "RN" combined. That's crazy they were able to get away with that.

Janet still ranked #2 of the 90s without any chart tricks.

• Not only her eras were longer @Westen but most forget that a big part of "Rhythm Nation" era was basically done in the 90s and part of the album's sales and several RN's singles sales happened in the 90s too.

• I'm aware that 5 of the 7 RN singles came out in the 90s and RN was also the #1 album of 1990. That's very fair to say.

However even if you add RN as a full album in the 90s she still only released 3 albums and 1 hits vs. 7 projects from Madonna, 10 from Mariah, 12 from Celine.

Tbf if we consider RN to be 90s album she has same amount of studio albums as Madonna then...

Whitney only released 2 studio albums in the 90s and 2 soundtracks and Shania only released 3 albums in the 90s (only two of them succeeded) and that didn't stop them from being the 4th and 5th biggest selling female artists of the 90s.
