I think Rishi has been discrete, but he has gone some way towards restoring some level of confidence among global leaders in the UK - I get your point on the NI protocol (I too feel that it's a bit like patting yourself on the back for fixing a mistake that was caused by your error/decisions) but what he achieved exceeded the expectations of most, it was a genuinely solid arrangement, albeit the one Theresa May or Boris Johnson should've negotiated.
Rishi inherited a total mess - had it been him straight away (rather than Truss), I think we'd be further forward than we are now. But the unfortunate reality is that Truss set us back even further and much of the last few months has involved policy decision making that quietly restores market confidence in the UK economy. He now needs to do more to enable growth and address the cost of living crisis.
First up, energy bills - I understand that the BBC have stated he's going to announce an extension of the EPG until end of June, great news for everyone and particularly those on low incomes. I'm looking forward to the budget, hoping he does something unexpected that gets the markets moving again (positively).
