I saw this tweet that's probably false but it got me thinking.
Remember the variety article saying that act ii is a whole new album that might be released before Christmas?
Then there's the fact that we got no visuals and some people speculated that she's waiting to release act ii so the visuals will be for both acts.
Then, there's the fact that the tour announcement kept being pushed back. But why would they postpone a tour announcement? The dates are usually locked in months in advance.
So, what if the tour announcement was pushed back because it's not just a tour announcement.
She's going to both announce the tour and announce/release act ii.
And because act ii wasn't completely ready yet, they kept pushing back the tour announcement.
The other explanations are that there was something private going on with her family.
Or, she really meant for nothing to happen for a very long time (In her Instagram post after the album release she says 'We're going to take our time and enjoy the music').

The rumour is that the tour announcement got pushed back for personal reasons, which I assume is the leg surgery and her wanting to ensure that she can perform by then.
I can't think of a reason there's been no promo or visuals in the past 7 months though, unless she wanted to complete some visuals post-surgery.

I don’t believe it. Not that she won’t appear or perform but that the conversations are happening only now. Come on, those are huge events that take time to be put together. From the production point of view, it’s impossible to book an artist to perform week or two ahead of the actual event. And it’s Bey, this bish spends weeks or even months rehearsing for a single show.

Okay, now with the tour announcement rumors I’m starting to believe she may perform at the Grannies.Why would she plan the announcement now otherwise? She might also be confident that she wins AOTY and that alone would give a big boost in terms of publicity.

There are a few exceptions when the winners seemed quite obvious as soon as the nominees had been revealed (e.g. Adele's 21 winning AOTY or Olivia Rodrigo winning Best New Artist), but in most cases, it is not as the preference of the juries changes with each period.
Sometimes they go for the popular vote, sometimes for the critics' darling, the underdog or the veteran act. There is the tendency to award artists with a serious and harmless reputation.
They usually skip records that are considered provocative, total jokes, overally sexual or violence-glorifying or too political, but then again, Meghan Thee Stallion won Best New Artist and This Is America won Song and Record of the Year, so again, exceptions to the rule.
Renaissance would be a good representative for AOTY, but you just cannot know what's going on in the heads of the jury this time around.

For her latest release, Renaissance, The-Dream is one of the architects behind all but two of the album’s 16 tracks.
