I don't know, nothing seems to work with the song. She put a lot of effort into it and promoted it everywhere yet the song failed to reach the Top 20 in every relevant market (and most markets around the world).
Its easily her worst performing second single (despite likely being her most promoted one). So the music video would have not probably made much difference in January.

All her previous 2nd singles were not released in the streaming era... So your comparison is pointless.
MR has done amazing on iTunes and sales only charts, but it was ignored from Spotify playlists making it really hard for the song to have good peaks.
That's the reason, not because "the song didn't work despite all her efforts".
However, despite the bad peaks, it's having longevity.
It's already Gold in Canada and Italy. Probably it will end being Platinum in both countries.
It will be Gold in Switzerland soon. It's already eligible for a Gold certification in US and probably it might even end up being Platinum in the long term.
It probably will be Silver in UK in a couple of months too.
So yes, it only reached Top 40 in big markets like UK, Australia, Canada, France, etc. and #52 (so far) in US... But I prefer staying months in chart and have a certification instead of a Top 20 peak but only a couple of weeks on chart...
