It debuted at #2 in the international chart and #17 in the overall chart.
Perhaps they use the international chart.

Toto XIV moves up a massive 106 places at 17 for Toto in its second week inside the top 250 (3,703 sales). It’s their first top 20 album in France since 1999 when Mindfields peaked at number six in March.

I checked all the countries where XIV charted, and apart from first and second week it's nowhere near top 20 anymore. At some countries it already dropped off (US & UK only 1 week, Denmark 3 weeks on chart). Tour can possibly push the sales a little bit but there is no way it can reach the sales of it's predecessor Falling In Between (over 500.000 copies if i remember correctly).

Toto Announces 40th Anniversary Hits LP, Tour
http://bestclassicbands.com/toto-40th-a ... -11-15-17/
by Best Classic Bands Staff

Toto, along with Legacy Recordings, has created a new greatest hits package to commemorate their 40th anniversary. 40 Trips Around the Sun arrives Feb. 9 and will feature three previously unreleased recordings, as well as newly remastered classic tracks.

The core Toto members—Steve Lukather, David Paich, Steve Porcaro and Joseph Williams—re-entered the studio earlier this year to prepare the release. Pre-order it here.

On Aug. 23, Toto announced the next set of shows in support of the band’s 40th anniversary. The 40 Trips Around the Sun Tour will begin in February 2018 in Europe, the band’s most extensive run in years. (See dates below.)

While in the studio, the band uncovered several unfinished tracks that featured both Jeff and Mike Porcaro, one of which is now “Spanish Sea.” “This track is originally from the Isolation sessions,” says Steve Lukather. “We had to re-write it including creating a new chorus. Thanks to modern tech we were able to play once again with not only our 20 something selves but with our dear brothers Jeff and Mike Porcaro reminding us just how deep their groove was. Bittersweet… Many stories, laughs and a few tears on this one. It’s classic Toto with an excellent solo and I kept my old 1985 melody solo Dave wanted me to do… Old meets new but since legendary pal Al Schmitt cut the tracks and Bob Clearmountain mixed…it sounds like it was done 2 weeks ago not 30 + years ago!”
