What about the acts/singers (including Japanese acts) who had only a Top 40 hit on over-all Oricon singles chart but never managed to hit the Top 40 at all from 1967 to 2007? Don't forget the peak date when it peaked.

never charted in Japan?

I tried to put every solid infos I gathered from Billboard, Cashbox and RJAA. You can check facts, like RJAA awards, you'll see that many uncharted albums are awarded gold, like Janis Joplin and Carol King, sometime platinum, like Billy Joel.
It is not rare that non charted LPs from the seventies sold at least 50.000, especially when it comes to big acts.

There are two Heart. One is a Canadian female singers duo group, the other seems to be a British pop band of the eighties.

I've never heard of a British pop group called Heart from the 1980s. Only the American rock outfit that has always been fronted by Wilson sisters.
