See Billy joel, it's the contrary, over-certfied.

GREATEST HITS 1970-2202 has to be 5x plat (now it's 3)
ONE NIGHT ONLY plat (now gold)
REG STRIKES BACK plat(now gold)

Lot of Seventies work not certified (Elton john album, Tumbleweed just platinum,Honky just platinum 17/11/70 empty sky)..

How can Billy Joel be over-certified?. Or maybe you are talking about multiple albums?.

Most Elton John awards are pretty much up to date. He has maybe 7-8 albums undercertified, which is not nothing but considering how large his discography, that's not much.
