criminal is actually doing quite good for such a flop! the other singles are doing quite bad but it's not that unpredictible:
"hold it aginst me" was quite frontlodad and didn't spend many weeks on the chart. even it's digital sales were quite disspointing, and over the years it became quite forgetten.
i wanna go was quite local, it only did well in few markets, and it was also mostly a radio hit even in the usa
till the world ends is more difficult, i'm really confused about it. it was a big hit and quite global.

"Criminal" is also doing better than all the other 3 singles on Youtube and by far.

    Criminal - 61K daily views
I Wanna Go - 18K daily views (less than "If U Seek Amy")
Till The World Ends - 15K daily views (less than "Radar", no kidding)
Hold It Againat Me - 7K daily views (leas than "Boys", "Ooh La La" and "Pretty Girls .. And well like 80% of her other videos)

The first 3 singles aged so bad that people even prefer streaming the flop single ("Criminal") over them

I don't think it's surprising Criminal is doing good. It has been a fan fave back then and part of the reason why it became a single. The mainstream wasn't up for it, but a fan fave once, stays a fan fave.

Tbh it is surprising that Criminal is getting more views than several Top 10 hits from 2011.

    Britney Spears - Criminal - 61,426
    P!nk - ****in' Perfect - 58,798
    Rihanna - S&M - 55,284
Lady Gaga - The Edge Of Glory - 32,289
Lady Gaga - Born This Way - 32,224
    Lady Gaga - Yoü And I - 29,817
    Britney Spears - I Wanna Go - 18,560
Rihanna - Cheers (Drink To That) - 18,512
    Demi Lovato - Skyscraper - 17,692
Britney Spears - Till the World Ends - 15,667
Britney Spears - Hold It Against Me - 7,749
    Kesha - Blow - 5,342
Kelly Clarkson - Mr. Know It All - 4,772

A lot of these songs are doing terribly.

Yeah "Criminal" is ironically doing quite good and being the saviour of the FF era (who would have thought back then?) ... I also think that it has to do a lot with the fact that this was the only non-dance single from the era, it's more acoustic-ish folktronica oriented which made it age and sound way better than the other 3 singles in 2019. Her fans and audience clearly prefer that song over the other 3 FF singles these days.

Sorry I am just now seeing this. Britney is my main fav along with Janet, Mariah and Gwen. Sadly I can't find airplay receipts for the Circus era bc the PDF files i have are from like 1986-2004.

Fun fact BOMT was the most played song on European radio in 1999

Kinda surprised to see Get Naked (I Got a Plan) and (Drop Dead) Beautiful being the most streamed album tracks of their respective album. I love Get Naked but I feel like it has a mixed reception between fans while I’ve never seen a fan praise (Drop Dead) Beautiful, I feel like the most praised album tracks from Femme Fatale are either Inside Out and He About To Lose Me.

LOL "Get Naked" is literally the most praised and adored song on "Blackout" by her fans, I would even say they're obsessed with it.

"Out From Under" is the one that surprises me about being the most streamed album track from "Circus". I think it kinda proves that the "Circus" era lacked and clearly needed at least one ballad moment as a single.

Maybe you’re right about Get Naked, for whatever reason I always felt like Freakshow and Heaven On Earth were the most praised album track on Blackout. Regarding Out From Under, that kinda surprises me as well and I agree that it needed at least a ballad as a single, however I think Unusual You and Quicksand (it’s not on Spotify) are way more appreciated. I think it might be the most streamed album track due to the fact that it’s right after Womanizer and Circus, two of her biggest streaming hits on Spotify.
