Greatest hits didn't ship 14 million, it's a double album, so RIAA certified 9x platinum.
Not successful outside US, got little certifications around the world.

Based on certification in 20 selected counties.
    Greatest hits - 5.2 million
All eyez on me - 4.7 million
    R u still down? (remember me) - 4 million
Until the end of time - 3.2 million
    Better dayz - 2.3 million
Me against the world - 2 million
    Resurrection - 1 million
Loyal to the game - 1 million
    Strictly 4 my n.i.g.g.a.z. - 1 million
    2 Pacalypse - 500,000
    Don Killuminati - the 7 day theory - 50,000

The 7 Day Theory go 4xPlatinum in USA 6 years ago.

2Pac sold around 44 millions albums in the world.

Certifications for him are very low because he sold great in catalogue sales, many of his albums have no success when they have been released but now have high sales. Like in France, he has only one certification (Greatest Hits, Gold = 100.000) but his sales are over 500.000 with all his albums.

Why ? I will put estimation and you will say "no it's wrong" because for you Certification = Truth, which is, of course, stupid.

All Eyez On Me although certified 9x Platinum has sold 5.3 million copies in the US so it should be certified at 10x Platinum since it is a double album

More like 42 million for Jay (including 7 million for the Linkin Park/R. Kelly albums)

Why a 9 times platinum album like "All eyez on me" is only at 1.3 million in SS? Is it a re edition or what?
