Are you guys even serious? She didn't go to #1 for some singles and that was based on actual stats already.
I don't think you understood the Billboard Hot 100 before Dec of 1998. R&B/Rock/Latin and Country points were not included in the Hot 100 until December 1998.
Which is why in the 70s-90s there were so many songs that were #1 on the R&B/Country charts that didn't even make the Hot 100.
Same goes for Reba McEntire. She had 21 #1 hits on the Country charts before 1998. Once Country stats were finally allowed in making up the Hot 100 in 1998, she finally scored only her second charting song on the Hot 100 and first ever top 40 hit in 1999 after having 21 #1 country hits.
So yes, the Hot 100 was based on chart stats, but ONLY Top 40 radio. If your single was played anywhere else other than top 40 your chart performance was clearly affected because the Hot 100 didn't cover all genres until Dec 1998.
So yes, Janet had 13 #1 hits on the R&B charts before 1998. Had those chart points been included in the Hot 100 it is very obvious her Hot 100 chart positions would have been very different. As for a lot of the big crossover acts of the 1980s and 1990s, Michael Jackson, Prince, En Vogue, Jody Watley, Prince and Janet.

only Control, Rhythm Nation 1814 and Unbreakable. I feel like such a flop fan, she's literally the only "fave" I feel really lacking in what I own, but I just can't spend $300-500 for janet. or The Velvet Rope on vinyl. Discipline's easily available but I can't see myself wanting to own that when I don't yet have the janet. through 20U.O. albums that all go for over $100.
I know Janet is no longer with Virgin, but the best way to get those albums reissued on vinyl would be doing special editions. I mean, Smashing Pumpkins aren't on Virgin anymore and their albums have gotten reissued because they went back and did anniversary editions. It's 25 years since janet. came out come May, do an anniversary edition or something for us.
